This year\u2019s report, which covers actions in 2024, is much shorter and less detailed than last year\u2019s.Key language in sections on El Salvador, Hungary, Saudi Arabia, the United Arab Emirates and Israel \u2014 all seen as close partners by the Trump administration \u2014 was scaled back or excised.The Biden administration also viewed Israel as a close partner, in line with decades of U.S. policy. But last year\u2019s report on the 2023 record of the country had many more lines in the executive summary on the country\u2019s human rights violations during the military strikes that followed the Hamas attacks in October of that year.The new report also leaves out many prior references to violations of the rights of women and L.G.B.T.Q. people in multiple countries.Mr. Trump\u2019s aides say that liberal-minded officials in the U.S. government have been driving the human rights agenda for many years and have focused on the wrong abuses. Mr. Trump rarely talks about human rights violations, and his administration does not put a spotlight on them.The new report defends right-wing political figures Mr. Trump sees as allies, and asserts that some countries are violating the free speech rights of conservative or right-wing groups. The Brazil section of this year\u2019s report says the government, led by a left-wing leader, has been \u201cdisproportionately suppressing the speech of supporters of former President Jair Bolsonaro, as well as journalists and elected politicians, often in secret proceedings that lacked due process guarantees.\u201dMr. Trump has criticized a legal case before the supreme court of Brazil in which Mr. Bolsonaro is being tried on charges of trying to overturn the results of a presidential election. To punish Brazil for its treatment of Mr. Bolsonaro, Mr. Trump imposed a crippling tariff of 50 percent to be paid by U.S. companies importing the country\u2019s goods.The new report also says in its South Africa section that the country took a \u201csubstantially worrying\u201d legislative step toward \u201cland expropriation of Afrikaners and further abuses against racial minorities in the country,\u201d echoing language Mr. Trump has used in a campaign to grant refugee status to white South African farmers.Critics say Mr. Trump is playing to white grievance among his own supporters and a small number of South Africans, including by offering the refugee status.Political appointees at the State Department have said the agency aimed to meet the minimum statutory requirements from Congress in the reports and not go beyond that, to improve \u201creadability.\u201dSecretary of State Marco Rubio has dismantled the main offices at the department overseeing human rights, democracy and labor issues, and has fired many of the employees who worked on those matters in Washington. Blinken, did.Tammy Bruce, a State Department spokeswoman, said on Tuesday that Mr. Rubio was \u201ccommitted to human rights, every day.\u201dWhen he served as a Republican senator from Florida for 14 years, Mr. Rubio was a persistent critic of governments that had long records of human rights abuses. Under Mr. Trump, as both secretary of state and national security adviser, he has refrained from using the same kind of sharp language.For instance, Mr. Rubio was once a leading critic in the Senate of China\u2019s human rights abuses, including what the State Department under the first Trump administration determined was a \u201cgenocide\u201d being committed by the Communist Party against ethnic Uyghur Muslims.But after a meeting in Malaysia last month with the top foreign policy official from China, Mr. Rubio emphasized potential cooperation with China. He is also seeking to help organize a summit this year between Mr. Trump and Xi Jinping, China\u2019s leader.While the China section of this year\u2019s human rights report does mention the earlier finding of genocide and crimes against humanity, the executive summary is half the length of the previous year\u2019s version, cutting out references to \u201csubstantial interference with the freedom of peaceful assembly and freedom of association\u201d and other abuses.Mr. Rubio and the State Department are also helping organize a summit planned for Friday in Alaska between Mr. Trump and President Vladimir V.
