And this at a time when they need more revenue because they are going to want to redistribute money to those people who have lost jobs and need help. We need to think quite radically about how you collect taxes and our assumptions around policies like universal basic income. Another idea I like is wage insurance. You lose your job and you find a new job, but the pay is only half of the old job. Wage insurance would mean the government tops that up, so instead of having a 50 per cent wage cut, you have a 20 per cent wage cut.Maybe then you take that job, you don’t fall out of the workforce and don’t de-skill. That’s helpful for a bit, so you can smooth the transition. Shifting the tax burden from labour to capital makes sense, as does being more creative about how we support people who make less money from their work. Those potentially huge economic effects come with political consequences. How should governments consider the balance between the potential benefits from AI and the disruptions? It’s a big mistake for governments to say, we’re going to discourage companies from using AI to displace workers. You’ve got to deregulate labour markets and allow managers of companies freedom to choose how to incorporate AI. That’s the only way to figure out how it can be made most productive. Otherwise, you’re going to be left behind.Another area of contention is data centres and their power sources. To me, it’s essential for any advanced economy to be very pro data centre and pro new sources of power, preferably green. The best thing that Europe, including Britain, can do is to build lots of data centres with the necessary power sources so it can’t be pushed around by the Americans. Because if you are operating AI on your own soil, you control it.Sebastian Mallaby’s latest book, ‘The Infinity Machine: Demis Hassabis, DeepMind, and the Quest for Superintelligence’ (Allen Lane), is available now.The transcript of this interview has been edited for clarity and length.
