In the bill that almost passed, the Freedom to Vote Act, which was the version in the Senate of the For the People Act, they had a very interesting and aggressive program to give block grants to states, that states could choose to use to fund campaigns in different ways and experiment with different methods, like maybe matching grants, maybe vouchers, whatever.
